Introduction
The Field Supervisor serves as the first level supervisor for a group of approximately 10 to 15 Field Representatives and Senior Field Representatives in areas that meet the criteria for “hard to count” on a regular basis. The incumbent has extensive knowledge of all surveys conducted in the area of supervision. He/She understands survey parameters, procedures, question order and meaning, and typical response patterns. This knowledge allows the Field Supervisor to explain to subordinates the reasons for differences in survey procedures and how differences affect the interviewing experience. The supervisor is familiar with wide array of problems encountered by subordinates while interviewing, routine and nonstandard, and is able to provide detailed guidance to subordinates on how to resolve issues. Incumbent works in areas where the non interview rate is more frequent than other areas. The higher non interview rate (hard to enumerate) areas are difficult to manage because the areas are characterized by linguistic, ethnic, and social-economic diversity. Some addresses visited in these areas may be included on the dangerous address list. These areas generally have high employee turnover. When nonstandard problems are encountered incumbent applies general guidance, previous training, and past experiences to derive appropriate solution. Only highly unusual or complex problems are referred to the supervisor.
As a first level supervisor the field supervisor is responsible for making assignments and reviewing the performance of subordinates. Performance evaluations include on the job observations and monitoring of various performance metrics. The supervisor is heavily involved in initial and additional training of employees. The Field Supervisor reviews and approves all payroll submissions and leave requests. The Field Supervisors assists in recruiting and testing for the selection of Field Representatives.

Major DutiesMajor Duties
Assigns and monitors all cases in assigned geographic area.
Reviews, monitors and communicates the results of production and progress reports to supervisor and subordinates.
Implements corrective actions based on the production and progress reports.
Provides guidance to field representatives on interviewing techniques and administrative matters.
Conducts re-interview and type A follow up.
Conducts interviews on an as needed basis.
Reviews and approves payroll forms.
Supervises a subordinate staff of approximately 10 – 15 Field Representatives. These supervisory duties include formally reviewing performance, writing performance evaluations, and (as needed) initiating conduct and performance based actions.
Assists with classroom and refresher training as needed.
Assists with new hire selection process as needed.
The incumbent is delegated the authority to deliver the Oath of Office.
Understands and keeps abreast of the content and procedures for each Census Bureau Survey in the assigned geographic area.
Communicates progress of data collection operations to supervisor and subordinates.
Occasionally lifts up to 30 pounds of survey materials or laptops.

Factor 1 – Knowledge required for the position

The work directed is procedural and routine; field representatives follow verbatim interview scripts and receive detailed guidance on how to handle relevant situations. The field supervisor is expected to be knowledgeable of all surveys conducted in the assignment area and all administrative procedures conducted by subordinates so he may provide guidance and answer questions as needed.
The assigned work directly affects only a small percentage of persons in the area of work. The data collected by each by field representative is aggregated with the data collected by field representatives within the region and across the country. The work of each field representative, while important, has little direct impact on larger Census Bureau programs.

The field supervisor makes assignments and reviews the performance of subordinates. He seeks ways to increase response rates while simultaneously ensuring data quality. This leads him to regularly provide counseling, instruction, and advice to employees. The supervisor recommends training opportunities to employees and takes performance and conduct based actions as needed. The Field supervisor reviews and approvers all payroll submissions and leave requests. The field supervisor is involved in the field representative selection process and recommends candidates for appointment.

Contacts are with subordinate field representatives, other field supervisors, the general public and the supervising, survey statistician. Most contacts are informal and are in person or on the telephone. On occasion, a non-routine contact requires special preparation.

Most contacts focus on work efforts, providing guidance, and sharing information on personnel management matters. Field supervisors also spend time ensuring that information collected by subordinates is accurate.

The work of a field supervisor is complicated by the physical dispersion of the work force supervised; field representatives travel on a routine basis and their homes serve as their duty stations.
